As for most of the decks I try to craft, the main goal is to have a comfy and fun deck that can reliably execute its planned combo while having decent sustain. It is by no means optimized to deal the most damage / one shot bosses.
Most equipments and refinements are suggestions. Some explanations and alternatives can be found in the "Details" section of this guide.

I've been wanting to make a Fei deck for some time but couldn't find a perfect teammate that perfectly synergizes with her ... until Hilde was released!
This deck is focused on stacking Descent to generate 7-8 Heavensfall each turn, all the while building up stacks of Zero In for Hilde to easily reach the cap. With Hilde being able to generate 15 cards per turn that are technically free (automatically played and replace themselves with draw), it's 15 extra Descent stacks for Fei. Add to that the fact that Draw & Release will "redraw" cards for even more stacks and Hilde's already insane draw capacity, and you get an absolute monster of a teammate for Fei. Mika serves as the sustain with AP generation capabilities for Fei's X-cost cards. She also enables the common card draw chain started from Fei's Night Rain with Attack! being able to target either the Persona card for early boosts or Vortex Arrow to unbrick the hand if needed.
The setup turn is fairly straightforward as you will start with 3 of the 5 upgrades you want to play (and a 4th one will be played automatically). After playing all upgardes, follow the normal turn guide.
Quiver Reload -> Because of the Opener keyword, it will activate automatically at the start of combat. N.B: This means there will only be 2 AP available for the first turn.
Exorcist's Formation -> Will be part of the starting hand. Use it before anything else to start stacking Ascent.
Deluge -> Will be part of the starting hand if Mika is E1+. For E6, this card will refund itself thanks to the initial 2 Wave you get at the start of combat.
Big Game Ranger -> Will be part of the staring hand. Play it after Exorcist's Formation to ensure every single draw instance counts for Ascent.
Tactical Analysis -> Play it whenever you draw it.
Your starting hand will always have Fei's Night Rain with the "Draw a Common card" divine epiphany, allowing you to start a targeted draw chain.
After playing it, you will either draw another Night Rain or Attack!. If you draw Night Rain, try to use an Inferno Rhapsody before playing it to make use of the extra Flame Arts. You will then always draw Attack!.
When drawing Attack!, use it to target Mika's Persona card which will allow you to boost all subsequent attack cards. If your hand seems particularly lacking in draw, you can also target Vortex Arrow instead to make the turn easier.
Once that is done, you can play the cards in mostly whatever order. There are a few things to keep in mind though:
菲Theater of Illusions is the easiest Chaos to get good engravings for Fei while making it easier to get the correct divine epiphanies. Swamp of Judgement also has great equipment options if you prefer going for that.
Weapon
There is no required weapon for this build to work.
As usual for DPS combattants, Criticism of Discord is the go-to choice if you manage to get it. If not, you can go for Key of Sleep or Dagger That Tricked the Shadow depending on which Chaos you are running, or the generic RFS-17 for more Crit Rate (or any other damage increasing weapon).
Armor
There is no required armor for this build to work.
From Swamp of Judgement, Fairy King's Crown is a great pick. Other than that Shield of the Watcher for some more Extra Attacks, Nightmare Hairpin or Torture Toolbox to increase Action Count, or pretty much anything else you want.
Accessory
Heart of the Jewel is strongly recommended in order to "cheat" an AP on each of Fei's X-cost cards.
Refinements
Since this deck wants to maximize Descent stacks, the "Heaven" version of Exorcist's Formation is used. While it does mean getting slightly less draw, Hilde should be more than enough to make up for it.
This version of Soliloquy is used to guarantee the two draw (since some cards cost 1 in this deck) and to make it easier to target Fei's cards (either Inferno Rhapsody or Soulfire Dance usually). You can try other versions if you want more draw with a risk.
The first Night Rain serves as the starting point for the targeted draw chain while the other two are here to maximize Descent stacks.
Depending on how you want to play the deck, you could use the same "Draw a common card" epiphany on all 3 or remove the third one to copy Soliloquy instead.
The first version is used to help with draw. The attack version is used over the skill version to fully enable the Memory Fragment set, but you can use either if you don't care. The AP divine epiphany also helps guarante you can play another card after drawing.
The second version should usually be used to finish the turn and use up any remaining AP left. Ideally you want to bring it up to 6 hits to reactivate all 6 Inferno Rhapsody.
瑞香Fei's signature partner and the best choice for personal damage while also having a good utility Ego skill.
羅莎莉亞
黛西Both Rosaria and Daisy bring almost the same advantages, with Rosaria being slightly better in terms of buffs and for the extra draw in her Ego skill.
希爾德Similar to Fei, Theater of Illusions is the easiest to get good engravings and Swamp of Judgement is a good alternative for the best generic equipments.
Weapon
There is no required weapon for this build to work.
For personal damage, Criticism of Discord, Second Method and many other options can be used. As a more supportive option, Tentacles of a Ruined Age can also be used to boost Fei's damage.
Armor
There is no required armor for this build to work.
Shield of the Watcher can help get a couple more Extra Attacks in, but pretty much anything will do as long as the engraving is good.
Accessory
There is no required accessory for this build to work.
Similar to the armor slot, feel free to use any accessory you want with a good engraving. A simple Dimensional Cube should work perfectly fine.
Refinements
This upgrade version of Quiver Reload serves two purposes: making sure you always have a few arrows in your deck every turn and ensuring you don't draw them right away to allow all the boosts to be applied first. You could change it for the other upgrade version if you plan on only using this deck for AoE content, but even then this version should be more comfortable for the initial setup.
For the skill version, we opt to maximize the amount of arrows generated each turn with some free draw on top. The cost reduction divine epiphany can be slightly wasted considering the Lead tag, but it gives better consistency in general.
This version of Plasma Rain is simply the easiest to use thanks to its innate draw. Similar to Quiver Reload, the cost reduction is a bit wasted but helps with consistency. Feel free to experiment with other epiphanies / divine epiphanies if you want.
When used with a full hand, this single card will give 9 stacks of Ascent for Fei making it a great tool while also helping reset a bad hand when needed.
If you want to save some Faint Memory, you could consider the "Draw 2 Lead cards" version to avoid needing the cost reduction divine epiphanies on all Lead cards.
Because there are so many hits every turn with this deck, even 2 stacks of Zero In per hit will easily reach the cap of 60 (or 100 if you have copies of Hilde). As such, this version with Initiation and 2 free draw is just perfect to help with the setup turn.
Nothing to say here. Great card, no reason ever to remove it.
尤妮Hilde's signature partner and best for personal damage. The Ego skill is mostly useful in AoE battles, which this deck does not specialize in (it will still work, just not optimized for it).
索莉亞The battle pass partner can work quite well for Hilde as the full passive will always be active (maybe with the exception of the first arrow). There is no draw in her Ego skill but the team already has more than enough.
羅莎莉亞
黛西Like for Fei, Rosaria and Daisy are very decent alternatives if you don't have / want a 5* partner for Hilde.
米卡You can get Mika's deck in any Chaos with the Season 3 modifier activated. Theater of Illusions is preferred to make it easier to get good engravings.
Weapon
There is no required weapon for this build to work.
If you can get it, Tentacles of a Ruined Age will help both Fei's and Hilde's damage. If not a simple Flashbang or anything else will do.
Armor
Torture Toolbox is recommended to easily activate the +50% engravings each turn. If playing with the Action Count increase Persona card, you can also use Chains of Obsession to reduce your health when playing the Persona card and make it easier to trigger the cost reduction on Source of Water.
Accessory
There is no required accessory for this build to work.
Pick whatever has the best engravings. If you don't have another unique equipment, Sphere of Randomness can also help for the first turn and increase survivability a bit.
Refinements
The most optimized source of water AP. As it requires a heal to be triggered before the cost reduction is activated, it can however be a bit annoying to use. You might prefer the 1 Wave epiphany (or even a Morale common epiphany) to also allow Fei to use her draw 3 Soliloquy.
Helps with survivability a bit while thinning the deck after being played. Can be removed if you prefer keeping Blessing of Waves.
Used on turn 1 and will basically generate 1 AP every 3 turns. Can be removed if you prefer keeping Blessing of Waves.
Can be kept in the deck to have some emergency sustain if needed. This shouldn't impact the combo much thanks to the Retain effect when you don't need it. The shield version can also be helpful against big hits.
A simple +150% to all attack cards, and we use a lot with this team. It will usually be played early every turn thanks to Attack!.
The end of our small targeted draw chain. The "draw a common card" divine epiphanies will always end up drawing this card early on, allowing the activation of Mika's Persona before using any other attack card. It can also target Vortex Arrow when the current hand doesn't have enough draw.
The AP divine epiphany is usually the easiest to use (basically making the drawn attack card free).
Mika doesn't need specific Memory Fragments, so just give her any pieces with lots of Defense and Health (or even Ego Recovery).
妮克絲Nyx is the best general Controller partner.

艾莉莎The F2P options can both be used here. The deck should already have enough draw and with Mika being the sole sustain you will want enough HP and defense.

Hilde literally destroyed everything, sometimes clearing a whole wave before I could even play a single card. I only had the chance to see a single of her end-of-turn Extra Attacks because the enemies just died too fast.
Mika's sustain also felt a bit lacking until I realized she had a lvl1 Yuri as partner ... All in all a very satisfying team to play.
Personal deck score (1=bad, 5=good)
Deck obtention: 5 -> All three decks are quite easy to obtain (especially if running Theater of Illusions). The update on divine epiphany rerolls also makes editing a lot easier than before.
Ease of use: 4 -> The Common draw chain makes every turn start quite easy to play. It is, however, possible to get a bad hand from time to time which requires some adaptability (e.g: using Attack! to draw Hilde's Vortex Arrow instead of Mika's Persona card).
Power: 3 -> A very decent damage output which easily reaches 100k+ per turn. It barely falls short of my criteria for a score of 4 (150k+ per turn) but could probably be optimized a bit.
Sustain: 3 -> Mika's healing can feel a bit light against big hitters but she will usually be enough to heal back from a few hits if the enemies didn't die fast enough. Keeping Blessing of Waves can help if needed (especially since it is a Retain card that can be kept for emergencies).
Total: 15/20
With Fei and Hilde both being Rangers, they can both get Driven Hunt as a Desire card giving a +120% damage boost to all hits. Additionally getting a 5 Survival and 3 Claim (last slot can be used to give Mika an Inquiry card for extra draw) synergy brings 7 Morale for an extra +140% damage boost. While not as good nor consistant (requires more AP and 2 cards to get the full boost instead of 1) as the Persona + engraving combination of Season 3, it is still competitive if you would rather farm the new Chaos.
