Higher potential or more consistent variants exist, but this is a nice middleground I'm personally farming at the moment. Just sharing (:
Step One: Play Upgrades.
Step Two: Make [Bullet]'s, Make Skills. Use 'em. Repeat.
NOTE:
With this deck, you will not have enough AP to play everything Turn-1. It's recommended to not play the basic shield &/or Seize the Opp. if possible (Can play them after Turn-1 for Skill Card procs).

After Turn-1:
Team Plays: 10 + 2/4 Chance of +1 from Cass Skills
Team Makes: 14 [Bullet]'s + up to 8 (Janet + E2 + E6). 2.5-Average Commence Per Skill. 2/4 Chance of an Attack from Cass Quest.
Team Plays: 14+2+2+9(COND) attacks = 26
With E2 and Janet your range will be 20-33 Commence (25 Average). Your attacks will be 25 to 26.
