Just was coming up with a deck for Nine and came up with this. The whole idea is to try get Nine to her Final Hew and Teressa to max Agony asap.

Best Epiphany's For this would be Extreme or Massacre. This really does depend on would your looking for. Do you want to deal big damage to one single target or wipe out a multitude of enemies at once.
This is how you will get Nine's Hew to its final level. What's important is the Epiphany, but for the Divine Epiphany it can really vary and it's up to you. I chose the change cost from Nihilum because it would make it slightly faster to go from 3 to 0 cost than a 5 to 0 of course. This is entirely up to you and how you want it to benefit your team. Whether that's lowering the the cost of an Ego Skill or if you want to get another draw this is not the end all be all. I know i also have 3 copy's of Fatal Strike but I think two is just fine considering Hew wont be back in your hand until the next turn can it could take up space in the deck/hand.
To keep from spending your AP keeping Tressa's kit at a cost of 0 is the best way to do so has you might need to use it for other cards that might be seasonal cards and or the other combatants. Tressa does allow for that extra damage but remember in this lineup she is not the main damage dealer.
This I would say is the most important card because it will allow Tressa to apply Agony with other cards and not just hers. You could use her first and second Epiphany's this is really up to you.
Her first Epiphany for Curse allows you to place 1 Agony on a random enemy when any card is used. Considering that there really is not many Attack Cards in the deck i think this a great option overall for applying Agony to the enemy especially If your Just going up against A single target. I think this would also be nice combination with Hew(Massacre) since it damages all enemies extra damage over all to any of them would be nice if they are not finished right on the spot.
On the other hand we have Tressa's Second Epiphany of Curse which instead of lasting 1 turn it lasts for 2 and you can apply 1 Agony to specific targets when using only Attack Cards. The only limitation to this i feel is the lack of cards that can be used to apply the Agony in the first place. Still works very well since of course Tressa has her Shadow Daggers and theirs equipment's that apply Agony so you can reach max stacks by the end of the turn.
Narja of course is the support to this team i do believe she could probably be subbed out for another support, but I feel has she has what we need to support this lineup even greater. Mia easily offers AP gain and Drawing all for 0 cost but, we do miss those buffs that Narja gives and how she applies healing overall.
Allowing you to gain Voracity we also lower the cost of a card by 1 for 1 turn and get to draw 1 all for the cost of no AP. This is really nice for turning our 1 cost cards to 0 to save it for other cards that could get drawn and or to use our most expensive cards if we need to if the cost is not reduced to 0.
I did intend to make this with the new cards of Season 4 after I saw the new effects I thought this was perfect especially for this deck I don't think it's necessary to have these cards but they definitely help for so many reasons.
This cards main benefit on Nine is of course the shield gain for every harmful effect that the enemy has you gain 60% Shield (Max 300%). Its really nice for its ability to apply Agony and Scorched which are both DoT's and really nice for Tressa because that's her way of dealing maximum damage and having two different DoT's applied just screams more damage.
This is here simply for its Inquiry Buff and ability to draw an extra 2 cards.
In this Season Depending how much of either (Claim, Control and Inquiry) you have you get bonus effects/buffs to your team.
Season 4 buffs to lineup
For 3+ Claims this when a harmful effect is applied to the enemy gain 1 Morale for 1 turn this can trigger 2 during a turn.
For 5+ Claims is short and sweet but it's just a 20% increase to the damage of DoT it might not be a lot but it adds up for sure that extra amount is so huge.
For 3+ Inquiry when you draw apply 1 random effect between Agony, Weaken or Vulnerable up to 3 time per turn and this works so well at simply debuffing the enemy and working with the 3+ Claims since it gives you Morale when a harmful effect is applied.
Just a few thoughts:
I personally feel like all three units are a bit underused in this team, though it might be able to clear the Tower. If you do build this team, feel free to share a video as I am curious to see how it performs (though again I'd recommend waiting for S4 to start to check the new equipments and common cards).
